The Large Infrastructure Operational Programme (LIOP) 2014-2020 aims at promoting sustainable economic growth as well as the safe and efficient use of natural resources. The programme addresses the development challenges identified at the national level in terms of transport infrastructure, sustainable urban transport, environment, energy and risk prevention.

Given the development requirements identified under LIOP, the funding priorities focus on the following development fields:

  •  Transport infrastructure
  •  Environmental protection
  •  Risk management and adaptation to climate change
  •  Clean energy and energy efficiency

Also, the LIOP programme addresses the needs to promote social inclusion, fight poverty as well as any form of discrimination, and protect people’s health amid the COVID-19 pandemic.

Regarding the environmental protection field, the most consistent part of the LIOP funding goes to investment works in order to achieve compliance with the Community acquis in the sectors of water supply, wastewater collection and treatment, and waste management. Additionally, LIOP carries on the regionalisation policy in this sector, which was initiated under the previous programmes and consolidated under SOP ENV 2007 - 2013, aiming at setting up highly performing companies which can successfully carry out EU-funded projects and operate the systems in the neighbouring agglomerations in keeping with the household affordability and solidarity principles.

The investment works carried out through LIOP 2014 - 2020 are co-funded by the European Union from the Cohesion Fund and the European Regional Development Fund.

The eligibility period of the LIOP 2014 - 2020 programme is between January 1st 2014 and December 31st 2023.
